Camera sound still on even in silent mode

Any idea how turn off camera sound in slient mode?i have an iphone 12 pro i tried turning off live photo it is only silent when im taking live ohoto otherwise the sound is always there even when i turn my phone to silent mode and even when volume is at it’s lowest.anyone with had this issue?
