We used an apple ID as family organizer that we now rarely use and would like to delete, but how do we change the family organizer to a different member of the family?

You need to disband the existing family using the steps in the article below. The new organizer can then set up the new family and invite the family members to join the new family. If there are children under 13 years old, the new organizer needs to leave the existing family, set up the new family, and then the under 13 years old children can be transferred to the new family. Then disband the old family and join the new family.

The apps themselves on people’s devices won’t be deleted, but you’ll be unable to update them or reinstall them if necessary unless you purchase them again with whatever AppleID you switch to. Purchases are forever tied to the AppleID used to purchase them.
You shouldn't lose shared apps and once the family is set up again, everyone should be able to share as they did before. After the new family is set up, you should be able to update the apps that are shared.
But what is the consequences of doing that? Will we loose shared apps that individuals bought?
