Do you first have to have an Apple ID before you do this transfer? How does this iOS data get connected to SIM card, cell number and Apple ID?

My wife and kid are changing from Android to iPhone, but did not understand how transferring the data got linked to the hardware before logging or creating Apple ID on iPhone. Can someone walk me through the process of linking android data to the hardware?
