Storage Full

I have 200 GM or 2 in ICloud .

My phone is still says, it’s full. I have removed most of all my apps and down to 100 pics on my iPhone and empty out extra stored stuff...pics...

What’s app back up Hi my what’s app back up is stuck on preparing for a week now. I have checked the iCloud and storage space, toggled the what’s app on iCloud off then on again, reset network settings etc but nothing works. I have more than enough space left too as I’m on 200gb

Extra iCloud storage does not increase the storage capacity on the device.
