Do you want to create a new Apple ID as your post title states or are you trying to log into your Apple ID as your post states?
If trying to log into your ID and you can't, what happens when you try? Error message(s)? More information would help.
If you want to create a new ID, if you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID. You might want to explain what problems you are having with your current ID to see if someone can make suggestions that will fix your current ID problems.
