Approve "iPhone"

Ever since updating to Big Sur, I keep getting a notification that asks me to approve my iPhone for iCloud. "This iPhone wants to ue your iCloud account". I have the option to approve or decline. I have approved many times, tried signing out of my macbook pro and iPhone and re-signing in and nothing helps. I get this message about thirty times a day, sometimes five or six messages within a few minute period. Is there any way to resolve this?
