Pop-up message, "You don't have permission to use the application 'PowerChime,'" is killing me.

I set up Parental Controls for my son's account.

The first time he logged in, there were many, many pop-ups that said "You don't have permission to use" some application or another. I would click Always Allow... and enter my administrator password to make those pop-ups go away.

However, there is one that just won't go away:

Even though I click Always allow..., this pop-up returns several times per day. What part of "Always Allow" doesn't it understand? How frustrating!

Maybe there is a way to fix this? Seems more likely it is just a bug in macOS High Sierra.

I tried one piece of advice from that article... I went into my son's account and used this Unix command:

defaults write com.apple.PowerChime ChimeOnNoHardware -bool true && killall PowerChime

So now the system should not be attempting to use PowerChime, correct? Nope, he is still getting the pop-up that says "You don't have permission to use the application PowerChime."

I suppose I could turn off System Integrity Protection, which would allow me to delete this infernal little app named /System/Library/CoreServices/PowerChime.app. Maybe it will come to that.
