I do have 2 iPad mini 2 ME280LL/A and they both have almost 90% of storage taken by "Others". I deleted all photos and videos and updated to the latest available OS, 12.4.9, and still it didn't free up anything. Run out of things to try. Any tips for me? I thing is not fair that I have to buy 2 new tablets because of a whatever OS bug!! Thanks.

Did you restart after deletions? Then see this link...
Yes I restarted, a couple of times, also clear "Recent Deleted", and all other whatever quick fixes I could find on the net. Been struggling with that for more than a year. And the higher OS available for these models as of today is 12.4.9, so the proposed fix from OS 13 will not work for me unfortunately. So I believe Apple should come with an update for these old models to fix that.
