I am trying to add a secondary email to my new Apple ID however it saying that it is being used by a different account. I recently removed that email and replaced it with a different one from the old Apple ID I used, so do I have to wait a few days before adding it as a secondary email? Because it's letting me add it as a secondary email to my old Apple ID, but not to the new one.

Normally, you can only switch email addresses between Apple IDs every 30 days. Since it is a secondary email, the wait period may be shorter, but I don't know that for sure.

Try waiting 30 days and then see if you can add the email.
Did you have to wait 30 days as well to attach it? Because I've checked to see if it is being used as a rescue/secondary email for any other account, however it is not.
Ohhh okay, because I am trying to use this email to replace the apple ID that I recently replaced yesterday, so that may be the reason as to why it isn't working. Thank you!
