Does the Amazon Music app on Apple TV stream via lossless through ARC/HDMI?

Settings﹥Video and Audio﹥Audio Format﹥Auto will stream losslessly as PCM (Multichannel if needed) over HDMI, regardless of app.

If the app retrieves the audio in a lossy codec, then it will be decoded to PCM (Multichannel), 48 MHz.

If the app retrieves the audio in a lossless codec, then it will be decoded to PCM (Multichannel), 48 MHz.

You will have to ask Amazon about the inner workings of their app.
