My 2011 Mac Mini died, but has regularly been backed up to my Timecapsule.
Can I restore the system and programs from the Timecapsule to my new M1 MacBook Air? Or will I have to install everything again?

You can use Migration Assistant to move content to your New Mac. Be aware of the fact that 32-bit apps (e.g. older version of Word) won't work. You probably also will have to update e.g. your printer driver (if you don't use AirPrint)

Transfer assistant transferred all my documents and photos. But did not get applications. I think it is because of incompatibility with my M1 MacBook Air.
I just transferred the time capsule backup of my old Mac mini (that died) to a different Mac mini and everything transferred.
Well except for the virtual machine to my VMware. :-(
