Is it possible to get this old tank to work on my mac? running 10.15.7 - I'm willing to get into the weeds to find a solution, but I might need my hand held a bit. Can anyone here help?

Only a few ideas.
You could have a look at https://support.hp.com/us-en/document/c05579491 to begin with, in order to test whether the Samsung ML-1710 would be detected/recognised somewhere (probably not).
Also, you may want to check whether an old Samsung package from Apple (Samsung Printer Drivers v2.6 for OS X) contains anything of interest (look for other ML models, too). These drivers may or may not be compatible with macOS Catalina 10.15.
The Gutenprint list (http://gimp-print.sourceforge.net/p_Supported_Printers.php) has a driver for an ML-1750 (and some other ML models). Could possibly be worth testing.
If you are interested in experiments, the Open Printing web site has information about Linux printer drivers. Since these are close to macOS drivers, you may be able to find something useful there (for example, https://www.openprinting.org/printer/Samsung/Samsung-ML-1710).

Finally, if nothing else works, it may be worth testing a virtual machine running (an earlier version of) Windows on your Mac for printing purposes.

Apparently the older vintage Samsung ML-1710 printer, a mono-chrome or 'grey-scale' printer,
& hasn't driver support for Mac since Mavericks 10.9.5; &/or Before. ~ Such as Leopard 10.5.8+.
The value in something such as this, is when you have older Mac or PC and have plenty of
unused ink, on hand. Then essentially it would be without cost to run ~ until its final demise.
A new printer may be on your horizon, if that's an indicator..!

What have you tried, so far yourself, to get this resolved? That is, have you contacted Samsung support to see if they even still provide drivers for this printer ... and, for the newer macOS versions?
What happens when you try to add this printer? Can you do so successfully and you just can't get it to work? ... or you can't even get it connected? Do you still have a copy of this printer's user or service manual? Can you even still get toner cartridges for it?
This printer does not appear to be network-ready and sports both a parallel and USB ports for connectivity. Is this correct?
Lastly, when version of macOS or OS X did you use when this printer was working for you?

Further experiments could perhaps include a universal Samsung driver as well, for example, for an SL-M2020 model and macOS Catalina 10.15.
There is no indication that this would work with an ML-1710, but one never knows.
