How to stop keyboard from highlighting elements on the screen?

I have an iPad 5 running iPadOS 13 (its managed by my school and they wont allow iPadOS 14 yet) and sometimes it will randomly select an element on the screen and give it a blue outline. I believe i can turn off full keyboard access, but I’m used to using the commandV and commandC combinations, as well as using F1 to go home and F2 for the app switcher. Does anyone know how to turn this off???

It sounds as though text is highlighting on the display of your iPad randomly. Does this only happen when the keyboard is connected, and do you notice if it happens when using a specific key combination?


Do you notice if this happens to a specific part of the display, or the entire screen, or a specific application?
