Imessage and Facetime in Settings

I am unable to sign in to Imessage or Facetime via Settings. The sign in screen is stuck. It allows me to enter the Apple ID but no password and the Sign In options does not light up or allow you to tap it. I have to manipulate it and it repeatedly gives me the activation error. There are also no options to turn either app on/off. I purchased this renewed from Amazon just a few days ago.
