Apple Cash Restricted

So, I was trying to verify my Apple Cash account, and after trying to do so, my account was restricted - meaning, I can only use the balance that’s on the card (which there is nothing on there since this is my first time using Apple Cash). How can I have my Apple Cash unrestricted?
