Can´t recive calls and some messages

I have a issue with my iPhone XR. I can´t recive some calls and also messages. I can facetime but no calls go trough. Some messages came trough few hours later. I have tried restarting but I still didn´t recive calls.

Is this problem in my carrier or my iPhone because i want to fix this problem quickly as i can.
