I can’t save a bookmark to anyplace but the favorites folder or those inside of it.

How do I get to a folder or page that allows me to see the favorites and the other same level folders? When I go to bookmark a page the favourites folder will be there and I can open it and change the default to any lower level folder that is inside or favorites. I have a bunch of folders at the same level as favorites (like exercise, flying, sun peaks) but I can’t “backup” to them. I’ve included two screen shots the first is the default, for a better word, and the second is the folders I describe as the same level as the favorites folder. I’d like to save book marks in them but can’t. Suggestions?
