Blacklisted? Why?

I bought an iPhone on November 27, 2020 on offer up from a seller in my city. I haven’t had a phone line since 2019 so I didn’t put in a SIM card. I tried getting a phone line today at AT&T and they said my phone was blacklisted. I don’t know why it was blacklisted if it had my iCloud and all my information in it. The seller had removed all of his information from it. I don’t know what carrier it used before but the seller had told me it was unlocked to all carriers when I bought it. I have proof of me buying it off him. Is there anything Apple can do?

Then contact the seller. No one, including Apple can help you. I'm willing to bet you cannot reach the seller at all. But if you can, only the seller can help you. Places like eBay, Offer Up, Facebook, etc., are notorious for bad people to offload stolen devices.
