If iWatch6 does NOT have cellular, after a fall can it still contact 9ii even if iPhone is NOT nearby?

My question is in the Title above.

After a fall can a IWatch6 (without cellular option) still be able to call 911 EVEN IF iPhone is not nearby?

And ..can any iWarch6 w/o cellular be upgraded to cellular later?
