Yes, as long as you have an active service plan. You can test this for yourself. Turn off your iPhone. Turn off Wi-Fi on your Apple Watch. Call the number for your iPhone associated with your watch . Use a landline, have someone else call you, use Skype on a computer if you have Skype credit or use a free service such as callmyphone.org.
