why is there a gray dot under the safari icon after I close it on ios Big Sur?

Why is there a gray dot under the safari icon even after closing it? I noticed this after installing Big Sur. I close the app and the black dot disappears, but there is a gray dot that remains. Sometimes it is to the right of the icon sometimes to the left. Can't figure it out.

iMac 21.5″ 4K, macOS 11.1

Clicking the red traffic light on a Safari browser window does not quit the application, so its application running status dot below its Dock icon persists. If a network operation were in progress when you actually quit the application, and though rare, it may hang while waiting for that network connection to time out, again causing the active application indication.

Before you force quit Safari, click on the browser, and press ⌘+Q — the usual keyboard shortcut to quit an application. If it does not respond to that input, then you will likely need to force-quit the app. When you do that, the next time you launch Safari, press the shift key to avoid it loading its last application state. You only need to do that after a force quit or crash.
