Is there a way to permanently delete bulk emails. Everyday I delete them and the next day the same emails from the same senders are right back in there?

Also, why do I have bulk mail and junk mail mailboxes and some emails go in one verses the other?

Yes, you can either move them to your Junk folder and going forward they should be routed there. Another option is to create a rule that automatically routes mail from specific senders or that use key words to your Trash. If you have never created a rule, please read https://support.apple.com/guide/mail/use-rules-to-manage-emails-you-receive-mlhlp1017/mac
