New Mac mini setup

After connecting monitor and turning mini on, instead of a set up procedure I get diagrams appearing to ask me to turn something(s) on. I can't get past this. Keyboard and Keypad are on. How do I get to setup?

It's probably asking you to turn on your keyboard/mouse.

If they are on, then you'll need to plug in a wired USB keyboard and mouse because yours are not being seen by the computer.
