start new Mac mini

All I get on the screen are two alternating views showing locations for turning on a green button. Where is that button or how to work around???

I'm using a dell display connected with a VGA-USB-C adapter.

It may be showing you the buttons to press for pairing Bluetooth keyboard and mouse.
