Contact is grayed out when trying to add to FaceTime

Any idea how to fix this so I can add my mother and connect with her on FaceTime?

So I bought my Mom an iPhone we can FaceTime bbut when I bring up her contact there is no icon the video or FaceTime calis that a problem with my phone or her pho I bought my mother a iPhone Xr so we can FaceTime which is not a problem but when I bring up her contact there is no FaceTime icon or at least it’s not blue so I can’t click on it, My daughter said when she clicks on her contact info it’s the same problem so I’m assuming it’s with my mom’s new phone what do I need to tell her to fix this problem?

iphone 6S two phones, one doesn't show Facetime phone icon in contacts, the other does - why? My husband and I just bought two i-phone 6S. We both want to use calling by wi-fi and Facetime where possible. My contact entry shows the blue Facetime icon, his doesn't. This means he can call me using Facetime calling, but I can't call him. Is there a fix for this? We've tried all the obvious, - restarting, removing Facetime registration and reinstating, but all no good. We are both with Vodafone who won't respond to contact questions by phone or chat.

Problem FaceTiming one contact I cannot FaceTime one of my contacts - the icon is not greyed out and there is ringing so he is available, but he doesn’t know I’m calling him. Yet he can Facetime me and I can take his calls. This doesn’t happen with anyone else. I’ve taken various actions - Signed out of Apple ID, deleted the contact and restored it, turned off and on FaceTime, turned off both devices, but no change. Him or me?
