where is my recently deleted folder

Trying to upload a school nativity video. 40 mins long. Created it in iMovie. But it says can't upload because of storage on iPad Pro is full! I've just bought more iCloud. I just want to upload the video. Desperate for help. Today is the only day. I don't know if my iPad Pro has backed up stuff, if that's the case shall I just delete all the phones etc to free up storage. Also, where for the love of God is the recently deleted folder. I've gone into Albums but there isn't a folder called recently deleted. I'm thinking I may need to delete the deleted stuff to help create for storage? I really appreciate any help.
