Looks like no one’s replied in a while. To start the conversation again, simply ask a new question.

"Enter the Verification Code sent to your other devices" but I don't have any!

I am trapped in a loop. On my laptop, I get a prompt to enter the password to continue using iCloud, so I do that, and then it pops up a code box with the instructions to Enter the Verification Code sent to your other devices. I don't have any other devices! I have check on my AppleID page and there is only one device, the laptop that I am using. Help!

You have correct apple id and password , but the trusted number is not added and verified in the two factor authentication account .

Arrange at least one trusted number it could an iPhone or an android phone , the purpose is just to get code , or if you have a landline number that could be also added ( an automated call comes speaking the verification code ) .

Note : you have not forgotten Apple ID password , the account recovery is done when you don't remember the Apple ID password .
