Hi, I purchased new iPhone XR and it won’t work. I’m trying to restore all data from my old iPhone but the new one requires iOS update 14.3, which is weird for a new phone.

This is not “weird” at all.
iOS 14.3 was released about 28 hours ago. So it’s to be expected that the “new” iPhone (which isn’t really brand new) is not updated to that level. The iPhone receiving a restore requires an iOS version greater than or equal to the version that created the backup.
