not updating

Iphone SE brand new unable to restore or transfer from old iphone because new iphone is not updating. Tried several times to update to IOS 15

Whilst transferring info from old iPhone SE to an iPhone 7 I can't avoid iOS update 15.2 How do I solve the above? im stuck at a point where I've got to do the iOS update but it sticks at "preparing update" and so can't get the update to complete and can't finish the transfer of data from phone to,phone there is space to accept the update
