"You'll Need To Unlock Your iPhone First"

I have been having this problem continually since buying this iPhone 11 Pro new in January, 2020: when I ask Siri to do something for me, usually read a text to me, she responds with "You'll Need to Unlock Your iPhone First".

Here 's what I have tried so far:

Attempt 1

  1. Turn OFF all the settings under "ALLOW ACCESS WHEN LOCKED" in the "Face ID & Passcode" menu;
  2. Reboot phone;
  3. Turn all the settings under "ALLOW ACCESS WHEN LOCKED" in the "Face ID & Passcode" menu back ON;
  4. Reboot phone again.

Result: no improvement

Attempt 2

  1. Completely reformat the phone;
  2. When iOS 14 came out, I reformatted the phone and then SET IT UP AS A new phone (i.e. I did not restore it from a backup);
  3. Yes, I lost all the current apps (no big deal, but a hassle), and a lot of game progress.

Result: again, no improvement.

It seems like I've done every reasonable thing to try and troubleshoot this issue, and it seems like a bug in the phone security itself because it happened in iOS 13 and iOS 14. It happens to other people in my household, one using an iPhone XR, and two who have brand new iPhone 12 Pro Maxes.

Apple really needs to fix this - it doesn't sound like a lot of people are reporting this issue, but it might be because they just live with it. But it's especially annoying because I will have recently unlocked my phone for some other reason, then put it back in my pocket, then ask Siri to do something, and she'll respond, "You need to unlock...".

I would love to hear solutions to this issue that have worked for people.

This is one reason why it would be helpful if an Apple Watch could unlock an iPhone.
