I just transferred all info from old iPhone 6 to iPhone 11, but unable to make calls?

If you can't make or receive calls on your iPhone

If you just got the iPhone 11 and setting up service for the first time, you may need to transfer the SIM card, or set up the new SIM card through your carrier for the iPhone 11.
