Random horizontal lines appearing in Notes app

The lines circled in the screenshot below appear randomly when I stop writing and start scrolling. They then disappear when I start writing again. They are always horizontal and of the same color irrespective of the pen color I am using. This has been happening for about a month now. They are however not permanent and eventually disappear. Is it a bug? How do I solve it?
