my uncle's ole I phone would like give to someone, the phone not in service , show this i phone is disabled connect to I turns, but my uncle he forget the apple ID and PW

If the iphone is activation locked, the only way to unlock it is with the original apple ID - you will need to recover it. In any case, see these links.

Is it locked from incorrect screen pass code (disabled), then see:

 Note - your phone will be wiped. You can restore it if you have a backup.

If it is activation locked
