Push notifications

Hello, ever since I got my iPhone 12 I’ve had this ongoing issue where most of the apps I have downloaded do not give me the option to receive notifications. For example, with Snapchat, I go to the iPhone settings then go to the app settings, and receiving notifications is not even an option, as shown in image. I’ve searched everywhere in settings and tried everything I can think of but now I don’t know what to do. I’m not sure if my phone is messed up or if I need to do something specific to fix this.
