Trying to activate an iPhone six witch my wife as had off someone for Xmas but can’t get past the Apple ID and password she doesn’t know the person she bought it off

Are you seeing an Activation Lock? If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.

Turn off Activation Lock - Apple Support.
