Quick start setup a new iPad from an iPhone?
Can you use quick start to setup a new iPad from an SE2 iPhone. I do not want to use my old iPad mini to set up my new iPad.

It sounds like you want to use Quick Start to restore a new iPad from an iPhone backup, and we're happy to help. You can't do that in Quick Start, but you could back up the iPhone to a computer and restore the backup to the iPad using that computer.
