Can't enable iCloud for Home

I'm trying to set up a HomePod Mini. I'm asked on my iPhone screen to turn on iCloud for Home. Whenever I press Continue, nothing happens. When I try to manually enable iCloud for Home in my phone's iCloud Settings, the switch will not turn on. I am able to turn on iCloud for Home on my iPad, which is on the same network and signed into the same iCloud account. Any ideas how to fix? I know I could just set up the HomePod with iPad but am thinking having iCloud for Home set up on the phone will be important when using the HomePod.
