i have recently signed up for Apple One with my children. Now have a charge from Apple that I don’t recognize, is there a single place to review charges from all IDs so I can find out if it’s a legitimate charge?

No. The purchase history is with each individual Apple ID, even if the Organizer paid.
If there is concern about unknown purchases made by Members, you can enable "Ask To Buy":
