Go to Settings/Cellular and turn on Personal Hotspot, then connect to it in the Wi-Fi settings on your PC.

If the phone has a Wi-Fi connection you can’t use the personal hotspot on the phone, because the personal hotspot uses the Wi-Fi circuit in the phone and it is already being used by the phone. However, if your phone already has a Wi-Fi connection your computer should be able to use that same Wi-Fi connection directly with the router, having nothing to do with the phone.
