Why isn't OCR easily available on the iPhone?

I have an iPhone 11. Its iOS clearly has OCR functionalities, since card numbers are read by taking a picture, and scanning a text within notes uses the first line of the scanned text as the image name.


So the technology is clearly there, and it works pretty flawlessly. So why isn't there an easy way to scan a printed text and have it automatically ODR'd?
