And here we don’t use WiFi we use cellular data to browse pls how to change it to cellular data to update my iPhone 6

You can’t. You would need to use WiFi, a computer connected to the internet, or a personal hotspot that is NOT the one on the device you’re trying to update. Unless that changes in the future this continues to be the way it has been
