Does your new iPhone 11 have an active SIM card in it? Can you make and receive cellular calls from it? If NOT then it needs an active SIM card. If you are using the same cellular carrier that you used with your old iPhone then you can transfer the SIM card from your old iPhone to your new iPhone 11. That will transfer the cellular service to your new iPhone.
