Apple Pay not working on MacBook Air (address error)

Apple Pay is not usable on my laptop because I get an error indicating that there is no shipping address, or no name. Yet in both my wallet and in my Apple ID in system preferences, my name and address are fully and correctly filled out. I've deleted it and re-entered it, still with no result.

Apple Pay works fine on my iPad and iPhone.

MacBook Air 13″, macOS 11.1

Apple pay breaks - insists that address and zip must match Apple pay errors out when making purchase from macbook. It insists that the addresses don't match. They do match. This seems to be a common problem - I've googled it and tried all the 'fixes' up to and including backing everything out and starting over. Please don't tell me to check the address in settings/appleID/etc. been there done that.
