It appears to be an upgrade within iTunes. I say "appears" because the iTunes version number did not change for me but I can confirm it does not update iOS and it does not update macOS. The "install" takes less than ten minutes to download and execute and after that, I was able to see and sync my phone in iTunes. My phone is a 12 Mini (iOS 14.1) and my MacBook Pro is on Mojave.
