My iCloud Drive has been setting up for a few hours and no progress. How do I fix this.

My iCloud Drive is still setting up after a few hours. The wheel keeps spinning but no progress. Have signed out and into iCloud but this has not made any progress.

I ended up calling Apple Support, and the engineer indicated that the IOS I was running ( El Capitan ) was causing the issue. He pointed me to the link to down load High Sierra, and once installed this fixed the issue. Thank you for trying to help.
