iCloud drive blank screen
Every time i press i cloud drive
this window pops on and it cover with a blank screen and cant do anything
(upgrade and cancel butten not working )

Normally this should be a simple process:
Set up iCloud Drive - Apple Support
In your case there seems to be some kind of message about something else you need to do but obviously you can't see it. You'll have to contact Apple and ask them,
Contact - Official Apple Support --> https://support.apple.com/contact
or:
Contact Apple for support and service --> "See a list of Apple phone numbers around the world."
