Any network in the country that it is purchased in yes.
But as there are many variations you could call your provider to make sure, or tell us who they are and what country you live in.
In my country all the providers run on all iphones .
If you do not choose a provider at purchase time then yes

No problem.
UK buyers can only get unlocked phones from Apple.com (or John Lewis!)
