iPhone SE 2016 can't hard reset

I have an old iPhone SE first gen which I am trying to set up for my son.

I had forgotten the passcode, so tried a factory reset on iTunes. It now says 'Press home to upgrade', then asks for the passcode. When I restart the phone it immediately gives me the error 'iPhone is disabled. Try again in 1 minute', even when I have not attempted to enter a passcode.

It seems to be just going around in circles.

Follow these instructions, paying attention to the specific gestures needed while connecting your disabled iPhone to the computer:--> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
