Can't access your trusted devices

My old iphone is dead. I put the sim card from the dead phone in a new iphone but I cannot sign into Icloud because it wants me to go to one of my other devices that is signed into Icloud, but I only had one apple device which was the dead phone.

Is there anything I can do?

iPhone 5s, iOS 12

You may possibly need account recovery - https://support.apple.com/en-us/HT204915

“If I can't sign in, how do I regain access to my account?

If you can’t sign in, access a trusted device, reset your password, or receive verification codes, you can request account recovery to regain access to your account.”
