Bypass isn’t possible. The system security architecture requires a Passcode for some functions.
Your saved website passwords, that you use for Password AutoFill, are stored in your Apple Keychain. The local copy of your Keychain is encrypted - and the encryption key is securely stored in the Secure Enclave (the iPad security chip).
Your Passcode unlocks the Secure Enclave, releasing the encryption key that temporarily unlocks the keychain.
Without a Passcode, you cannot unlock the Secure Enclave - and the encryption keys that are stored therein. Without an encryption key you cannot decrypt the Keychain. If you cannot decrypt the Keychain, you cannot access the Passwords that are used with Safari Password AutoFill.
